The likely cause is you are uploading to one location on the web server but then you are pointing your browser to a different location. Note that an http:// address and an ftp:// address may look the same but point to different locations, depending on how your webhosting account is set up.
The first thing to do is to check the Test Connection and Test View in Step 6 and ensure you can view the correct timestamp.
